NSO released birth certificates, the yellow one, are legal documents that can attest your birth details. Inquire from the NSO for their advice if you really need a birth certificate with a seal.

I guess (but I am not sure) an authorization letter will do just explain in your letter that you do not have any relative, etc available. Make sure to leave at least one valid ID in case they need to verify your signature.

Late Registration of Birth Requirements (copied from the census.gov.ph website)
A. For persons less than eighteen (18) years old:
i) four (4) copies of the Certificate of Live Birth duly accomplished and signed by the proper parties;
ii) accomplished affidavit for Delayed Registration at the back of the Certificate of Live Birth by the father, mother or guardian, declaring therein, among other things the ff:
o name of child
o date and place of birth
o name of the father if the child is illegitimate and has been acknowledged by him
o if legitimate, the date and place of marriage of parents
o reason for not registering the birth within thirty (30) days
iii) any two of the following documentary evidences which may show the name of the child, date and place of birth, and name of mother:
o baptismal certificate
o school records
o income tax return of parent/s
o insurance policy
o medical records
o others, such as barangay captain's certification
iv) affidavit of two disinterested persons who might have witnessed or known the birth of the child.
B. For persons eighteen (18) years old or above:
i) all the requirements for a child who is less than eighteen (18) years old;

yung pagchange ng gender sa Birth Certificate through Court Proceedings yun. Get a lawyer. it would take 6 months to one year para matapos kung walang mag-aappeal.

I have a son over in the Phillipines, but the lady that was suppose to do the paper work ripped me and my sons mom off, we have given her about 80usd and still have not received the paper work. Our son is now almost a year old and does not have any paperwork due to this lady. Is it any law over there to get her to pay a fine or go to jail?
Please don't tell me I should do the paperwork myself, because I believe we are working on that next.
The problem with this is that I was over there and now I have to wait until I go back there.
I want to know how to get this lady from committing more fraud or filing or not filing legal documents which is a type of slander.
Please let me know from a legal point of view what my options are and what actions I can take upon this problem.
